This City Council meeting of the City of Greensboro was called to order at 4:00 P.M. on the above date in the Katie Dorsett Council Chamber of the Melvin Municipal Office Building.

Mayor Vaughan confirmed all Councilmembers in attendance; and recognized Councilmember Hoffmann would participate via zoom.

Moved by Councilmember Abuzuaiter, seconded by Councilmember Hightower to adjourn to a closed session to establish the amount of compensation and other material terms of an employment contract; and to consider the qualifications, competence, performance, character, fitness, and conditions of employment of a public employee.  The motion carried by voice vote.

Council recessed to closed session at 4:01 P.M.

Moved by Councilmember Abuzuaiter, seconded by Councilmember Holston, to return to open session. The motion carried by voice vote. Council reconvened into open session at 5:30 P.M. with all members in attendance except Councilmember Hightower. 

Moved by Councilmember Holston, seconded by Councilmember Abuzuaiter to excuse Councilmember Hightower.  The motion carried by voice vote.

The meeting opened with a moment of silence.

Mayor Vaughan highlighted recent losses within the City organization. 

Councilmember Abuzuaiter spoke to the loss of her nephew in Gaza.

Councilmember Holston spoke to the loss of his brother-in-law.

Councilmember Wells highlighted the United Day of Prayer; and voiced concern regarding recent violence in the City.

Mayor Vaughan recognized Boy Scout Jimmy Chappell of Troup #940 to lead the Pledge of Allegiance to the Flag.

Mayor Vaughan explained the Council procedure for conduct of the meeting; stated staff had requested Council to postpone items G.25/G.26 and G.27 to the December 19th meeting.

Moved by Councilmember Thurm, seconded by Councilmember Abuzuaiter to postpone items G.25., G.26., and G.27. to the December 19, 2023 meeting of Council.  The motion carried by voice vote.

There was no City Manager Report for this agenda.

Taking the prerogative of the Chair, Mayor Vaughan read a proclamation into the record for the Craftsmen's Christmas Classic Arts and Crafts Festival; and presented the proclamation to Coliseum Director, Matt Brown.

Mr. Brown voiced appreciation for the recognition.

Moved by Mayor Vaughan, seconded by Councilmember Abuzuaiter to receive the reading of the proclamation.  The motion carried by voice vote.

Proclamation for the 50th Annual Craftsmen's Christmas Classic Arts and Crafts Festival

WHEREAS, the Greensboro City Council formally recognizes the Greensboro Coliseum Complex is hosting the 50th Annual Craftsmen’s Christmas Classic Arts & Crafts Festival, November 24-26, 2023.

WHEREAS, the Craftsmen's Christmas Classic was founded 50 years ago by the Gilmores to create a nationwide "family" of artists and craftsmen, to stage indoor festivals showcasing their original works and interact one-on-one with the public.

WHEREAS, the Craftsmen's Christmas Classic, now the longest running annual consumer show in Greensboro Coliseum Complex history, has showcased creative excellence in every specialty including contemporary and traditional treatments of pottery, jewelry, glass, fine art, sculpture, furniture, photography and metalwork.

WHEREAS, the Greensboro City Council recognizes Greensboro-based Gilmore Enterprises, managed by Executive Director Clyde Gilmore III and Tami Gilmore, are one of the crafts and fine arts industry's most acclaimed and award-winning promoters. THEREFORE, I, Nancy Vaughan, Mayor of the City of Greensboro, do hereby proclaim November 24-26, 2023 as:

The Craftsmen’s Christmas Classic Arts & Crafts Festival

We recognize and honor Clyde and Tami Gilmore of Gilmore Enterprises on their 50 years of excellence in hosting the Craftsmen’s Christmas Classic Arts & Crafts Festival at the Greensboro Coliseum Complex.

  • 266-23A RESOLUTION AUTHORIZING EXECUTION OF A MEMORANDUM OF UNDERSTANDING INTERNLOCAL AGREEMENT FOR THE 2023 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT

    WHEREAS, the Edward Byrne Memorial Justice Assistance Grant (JAG) Program, authorized under Federal Regulation 42 U.S.C. 3751(a), is the primary provider of federal criminal justice funding to state and local jurisdictions;

    WHEREAS, the JAG Program (CFDA #16.738) provides states and units of local governments with critical funding necessary to support a range of program areas including law enforcement, prosecution and court programs including indigent defense, prevention and education programs, corrections and community corrections, drug treatment and enforcement, crime victim and witness initiatives, and planning, evaluation, and technology improvement programs;

    WHEREAS, this grant is a disparate allocation between the Greensboro Police Department, High Point Police Department and Guilford County Sheriff’s Office;

    WHEREAS, approval of the proposed funding and a Memorandum of Understanding (MOU), executed by the participating jurisdiction’s is required from all disparate applicants;

    WHEREAS, in accordance with the JAG Program disparate grant formula, the participating jurisdictions agree it is in their best interests to reallocate the $318,541 in JAG funds to the Greensboro Police Department ($186,223); Guilford County Sheriff's Office ($79,326); and the High Point Police Department ($52,992); and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That the execution of a Memorandum of Understanding (MOU) between the three jurisdictions for the 2023 Edward Byrne Justice Assistance Grant is hereby approved.

  • 267-23 RESOLUTION APPROVING CONTRACT FROM NORTH CAROLINA PUBLIC SAFETY IN THE AMOUNT OF $94,000 TO GREENSBORO FIRE DEPARTMENT FOR USAR FUNDING

    WHEREAS, the Greensboro Fire Department has managed a type 2 USAR team since 2002;

    WHEREAS, the Greensboro Fire Department has accepted the bid to continue managing the type 2 USAR team;

    WHEREAS, the Greensboro Fire Department will receive funding from North Carolina Public Safety to maintain this program; and

    NOW, THEREFORE, BE IT RESOLVED BY CITY COUNCIL OF THE CITY OF GREENSBORO:

    That the Mayor and/ or City Manager and the City Clerk are hereby authorized to execute on the behalf of the City of Greensboro a contract with NCDPS, for $94,000 a year.

  • 268-23 RESOLUTION AUTHORIZING A MUNICIPAL AGREEMENT IN THE AMOUNT OF $50,000 WITH NC DEPARTMENT OF TRANSPORTATION FOR THE SAFE STREETS FOR ALL GRANT

    WHEREAS, the Federal Highway Administration (FHWA) has awarded the City of Greensboro Safe Streets and Roads for all program funding on behalf of the Metropolitan Planning Organization following a competitive grant application process;

    WHEREAS, City Council adopted resolution #217-23 on September 19, 2023 authorizing execution of the Grant Agreement and establishing a budget for the project;

    WHEREAS, the NCDOT agreement provides for a $50,000 contribution to the non-federal match, reducing the City’s commitment to $138,876 in matching funds;

    WHEREAS, the purpose of this project is to update and expand the Vision Zero Action plan to cover the entire Metropolitan Planning Area and to incorporate new work elements, technical approaches, and stakeholder and community engagement consistent with FHWA standards for Comprehensive Safety Action Plans; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That the Safe Streets and Roads for All Municipal Agreement grant is hereby approved and the City Manager is hereby empowered to sign and execute the grant agreement with the NCDOT.

  • 269-23 RESOLUTION AUTHORIZING SUPPLEMENTAL AGREEMENT #1 IN THE AMOUNT OF $3,560,000 WITH NC DEPARTMENT OF TRANSPORTATION FOR HL-0046 EAST GATE CITY BOULEVARD MODERNIZATION PROJECT

    WHEREAS, Project HL-0046 will modernize East Gate City Boulevard from Willow Road to Florida Street with traffic safety improvements, curb and gutter, sidewalks, bicycle lanes, and enhanced pedestrian crossings;

    WHEREAS, The MPO Transportation Advisory Committee approved federal funding for the project in September 2021 in cooperation with NCDOT and City Council authorized the Municipal Agreement and established the budget ordinance for the project in November 2021;

    WHEREAS, The MPO and NCDOT have arranged to switch the construction funding from 80% federal and 20% local funding to 100% State funds;

    WHEREAS, Supplemental Agreement #1 will also increase total right of way funding by $100,000, providing an additional $80,000 in federal funds and requiring $100,000 in local funds to complete the right-of-way phase; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That said agreement is hereby formally approved and the City Manager is empowered to sign and execute Supplemental Agreement #1 with the NCDOT for HL-0046 East Gate City Boulevard Modernization Project.

    WHEREAS, EB-5877 will construct sidewalks on Farmington Drive from Gate City Boulevard to Holden Road;

    WHEREAS, EB-5877 will improve pedestrian safety, accessibility, mobility, and build connections between Smith High School, transit, and retail opportunities;

    WHEREAS, NCDOT agreed to reimburse the City for 80% of eligible design, right-of-way, and construction costs after the Metropolitan Planning Organization (MPO) submitted the project for consideration under the Prioritization 4.0 project selection process;

    WHEREAS, based on a recent construction cost estimation analysis NCDOT has agreed to increase funding for the project to maintain an 80% federal funding share; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That said project is hereby approved and the City Manager is hereby empowered to sign and execute Supplemental Agreement#1 with the North Carolina Department of Transportation for Project EB-5877.

    WHEREAS, Project EB-5878 will construct new sidewalk, repair and upgrade existing sidewalk and pedestrian crossing facilities, and improve the bicycle lane configuration on both sides of Meadowview Road from Randleman Road to Elm-Eugene Street;

    WHEREAS, Project EB-5878 will improve pedestrian safety, accessibility, and mobility, and connect residents to transit and retail businesses;

    WHEREAS, NCDOT agreed to reimburse the City for 80% of eligible design, right-of-way, and construction costs after the Metropolitan Planning Organization (MPO) submitted the project for consideration under the Prioritization 4.0 project selection process;

    WHEREAS, based on a recent construction cost estimation analysis NCDOT has agreed to increase funding for the project to maintain an 80% federal funding share; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF CITY OF GREENSBORO:

    That said project is hereby formally approved and the City Manager is hereby empowered to sign and execute the supplemental agreement with the North Carolina Department of Transportation for Project EB-5878.

    WHEREAS, Project BL-0116 will design and construct the A&Y Greenway from Hill Street to Rollins Road in Greensboro;

    WHEREAS, BL-0116 will connect the existing A&Y Greenway to downtown and connect bicyclists and pedestrians to schools, retail centers, services, public transportation and to the expanding regional greenway network;

    WHEREAS, Federal funding to cover 80% of eligible project design costs has been secured by the MPO Transportation Advisory Committee and the NCDOT;

    WHEREAS, additional federal funding is anticipated to be provided for the project to support the right-of-way, utilities and construction phases once detailed cost estimates are available; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That said project is hereby approved and the City Manager is hereby empowered to sign and execute the agreement with the NCDOT for the A&Y Greenway Project BL-0116.

    WHEREAS, Project BL-0117 will design and construct a replacement bridge for the A&Y Greenway over Lake Brandt near Bur-Mil Park;

    WHEREAS, the existing railroad trestle bridge has been closed due to structural deficiencies and related safety concerns identified in a recent structural engineering assessment;

    WHEREAS, BL-0117 is intended to design and construct the replacement bridge as soon as possible with an expedited project development process;

    WHEREAS, federal funding to cover 80% of eligible project design and construction costs has been secured by the MPO Transportation Advisory Committee and the NCDOT; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That said project is hereby formally approved and the City Manager is hereby empowered to sign and execute the agreement with the NCDOT for the A&Y Greenway Bridge Replacement Project BL-0117.

  • 274-23 RESOLUTION AUTHORIZING THE AWARD OF CONTRACT 11859 TO UNDERGROUND SOLUTIONS, INC, ESTIMATED IN THE AMOUNT OF $540,000 FOR THE INSTALLATION OF TRAFFIC LOOP DETECTORS FOR THE CITY OF GREENSBORO TRANSPORTATION DEPARTMENT

    WHEREAS, on September 29, 2023, Procurement Services Division conducted an open solicitation through the Greensboro E-Procurement System to establish a service contract for the installation of traffic loop detectors;

    WHEREAS, the three-year contract has an estimated annual value of $180,000;

    WHEREAS, the total estimated contract value of $540,000 requires Council’s approval;

    WHEREAS, the City of Greensboro can better meet the needs and safety of the community by installing traffic loop detectors;  

    WHEREAS, this contract is anticipated to run through November 30, 2026;

    WHEREAS, Underground Solutions, Inc. was selected as a qualified vendor, and the M/WBE office was involved in the process; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That the City Manager is authorized to enter into this contract with Underground Solutions, Inc. for the installation of traffic loop detectors.

  • 275-23 RESOLUTION SUBMITTING THE ANNUAL PROGRESS REPORT OF THE FLOODPLAIN MANAGEMENT/HAZARD MITIGATION PLAN

    WHEREAS, The National Flood Insurance Program (NFIP) Community Rating System (CRS) is a voluntary incentive program that encourages community floodplain management activities that exceed the minimum NFIP requirements; and

    WHEREAS, As a result of these efforts, resident’s flood insurance premium rates are discounted to reflect the reduced flood risk resulting from the community actions meeting the three goals of the CRS; and

    WHEREAS, The City of Greensboro was included in Guilford County’s Multi-Jurisdictional Hazard Mitigation Plan (HMP) and one activity requires the City to submit an annual progress report on the Floodplain Management/Hazard Mitigation Plan (HMP); and

    WHEREAS, the attached document contains the HMP Mitigation Action List for the City of Greensboro and serves as the required progress report; and

    WHEREAS, Completion of the action items are the responsibility of multiple City and County Departments; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    Acknowledges receipt of the Guilford County Multi-Jurisdictional Hazard Mitigation Plan Progress Report and supports the ongoing efforts of city staff to continue to implement the Multi-jurisdictional Floodplain Management/Hazard Mitigation Plan for the benefit of the City and Guilford County.

  • 276-23 RESOLUTION APPROVING CHANGE ORDER # 1 TO CONTRACT 2022-5002 FOR $72,445 WITH BLACK AND VEATCH INTERNATIONAL COMPANY FOR SERVICES TO MAINTAIN AND COMPLY WITH LEAD AND COPPER RULE REVISIONS

    WHEREAS, the City of Greensboro is committed to complying with the Lead and Copper Rule Revisions by the deadline of October 16, 2024;

    WHEREAS, On January 1, 2022, the City entered into a contract with Black and Veatch International Company to provide services to help the City navigate the rule revisions, plan for compliance by the deadline, and develop a lead and copper program that will be sustainable and meet the EPA’s intent of the rule revisions;

    WHEREAS, additional engineering services are needed to collect more field data that will help Water Resources develop an initial service line inventory of the City’s water distribution system as required by the Lead and Copper compliance rules; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That the City Manager is authorized to execute on behalf of the City of Greensboro, a Change Order to Contract 2022-5002 for $72,445 with Black and Veatch International Company for services to maintain and comply with Lead and Copper Rule Revisions.

  • 278-23 RESOLUTION APPROVING A CONTRACT IN THE AMOUNT OF $749,925 WITH THE NORTH CAROLINA DEPARTMENT OF TRANSPORATION FOR UTILITY RELOCATIONS AS PART OF THE NORFOLK SOUTHERN RAILROAD H LINE PROJECT

    WHEREAS, NCDOT plans to construct grade separation at Franklin Boulevard crossing in Greensboro, and close O’Ferrell Street crossing;

    WHEREAS, during this construction, sections of existing 12-inch, and 8-inch water mains are required to be relocated due to construction conflicts;

    WHEREAS, during this construction, certain water infrastructure relocation and betterments will be made to improve distribution efficiency and resilience; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That the City Manager is authorized to execute on behalf of the City of Greensboro a contract with the North Carolina Department of Transportation for Utility Relocations as part of P-5709 Burlington Road from East Market Street to Franklin Boulevard the Norfolk Southern Railroad H Line Project.

    WHEREAS, the owner of all the hereinafter-described property, which is noncontiguous to the City of Greensboro, has requested in writing that said property be annexed to the City of Greensboro;

    WHEREAS, Chapter 160A, Section 58.2 (noncontiguous) of the General Statutes of North Carolina provides that territory may be annexed after notice has been given by publication one time in a newspaper of general circulation in the city;  

    WHEREAS, at a regular meeting of the City Council on the 19th day of December, 2023, the following ordinance will be introduced; and

    23-161 ORDINANCE DESIGNATING BRADSHAW-FREEMON HOUSE A GUILFORD COUNTY HISTORIC LANDMARK

    WHEREAS, the Bradshaw-Freemon House, 603 N. Church Street, Tax Parcel Number 2242 is owned by Raymond and Nancy Hunt. Built in 1914, it is a one-story residence located in the Fisher Park National Register Historic District;

    WHEREAS, all the prerequisites to the adoption of the ordinance, as prescribed by Chapter 160D of the North Carolina General Statutes, have been met;

    WHEREAS, the Guilford County Historic Preservation Commission has submitted a report, which is incorporated herein by reference, and recommended in a public hearing that the property described below be designated as a Historic Landmark;

    WHEREAS, appropriate notice has been given of the public hearing as required by law;

    WHEREAS, the Guilford County Historic Preservation Commission finds that the property described herein is of historical, architectural, educational, and/or cultural significance, and its preservation should be encouraged so as to safeguard the heritage of the City and County and to promote the use and conservation for the education, pleasure and enrichment of the residents of the City and County; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    1. The City Council of the City of Greensboro accepts the findings of the Guilford County Historic Preservation Commission and adopts the recommendation of the Commission for the preservation of the subject property by the authority set forth in Chapter 160D of the North Carolina General Statutes and local ordinance adopted pursuant thereto.

    2. The Bradshaw-Freemon House was built in 1914 for cotton businessman C.W. Bradshaw and his wife Minnie, an avowed suffragette. It was also home to county coroner Wallace Freemon and later Johnny Jung, known as the “grandfather of local Chinese restaurants”. The house is one of the purest examples in Greensboro of Frank Lloyd Wright’s Prairie School with its intact Arts and Crafts interior. The house has been carefully preserved by Mr. and Mrs. Hunt.

    3. The designation includes the entire exterior and interior of the house and the lot.

    4. The Guilford County Landmark plaque shall be installed on the property and such sign shall indicate that the property has been designated as a Historic Landmark. Details of the display of the plaque are to be approved by the Guilford County Historic Preservation Commission before installation.

    5. The procedures provided by law, including waiting period, shall be observed prior to demolition, alteration, remodeling or removal of the designated property. This includes the process of obtaining a Certificate of Appropriateness before making any changes to the property.

    6. A certified copy of this ordinance is to be appropriately recorded with the Register of Deeds, the Guilford County Tax Department and City of Greensboro Engineering and Inspections Department in accordance with provisions of Chapter 160D of the North Carolina General Statutes and the local ordinance adopted pursuant thereto.

    7. This ordinance shall be effective from and after its adoption.

    Moved by Councilmember Thurm, seconded by Councilmember Holston to adopt the ordinance and stated that the Greensboro City Council believed that its action to approve the original zoning request for the property at 5503 Sapp Road from County MXU (Mixed Use) to City CD-C-M (Conditional District - Commercial – Medium) to be consistent with the adopted GSO2040 Comprehensive Plan and considered the action taken to be reasonable and in the public interest for the following reasons:  The request is consistent with the Comprehensive Plan’s Future Built Form Map and Future Land Use Map; the proposed City CD-C-M zoning district permits uses that fit the context of surrounding area and limits negative impacts on the adjacent properties; and the request is reasonable due to the size, physical conditions, and other attributes of the area, it will benefit the property owner and surrounding community, and approval is in the public interest.

    23-163 AMENDING OFFICIAL ZONING MAP 5503 SAPP ROAD, GENERALLY DESCRIBED AS NORTH of WEST WENDOVER AVENUE and WEST AND SOUTH OF SAPP ROAD

    BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    Section 1.  The Official Zoning Map is hereby amended by rezoning from County MXU (Mixed Use) to City CD-C-M (Conditional District Commercial Medium).

    The area is described as follows:                       

    Beginning at a ¾” existing iron pipe in the existing Greensboro corporate limits (as of August 31, 2023), said pipe being at the northeast corner of Lot 1 of Recombination Property of HDC Wendover Greensboro Partners LP, as recorded in Plat Book 192, Page 5 in the Guilford County Register of Deeds Office; THENCE PROCEEEDING WITH THE EXISTING CITY LIMITS S 03° 33' 38" W 204.70 feet with the eastern line of said Lot 1 to a ¾” existing iron pipe; thence continuing with said eastern line S 88° 37' 48" E 61.05 feet to a ¾” existing iron pipe in the western right-of-way line of the Sapp Road cut-through; thence in a northerly and then a westerly direction with said right-of-way line and the southern right-of-way line of Sapp Road a total distance of approximately 290 feet to the POINT AND PLACE OF BEGINNING, containing approximately 0.4 acres.

    Section 2. That the zoning amendment from County MXU (Mixed Use) to City CD-C-M (Conditional District Commercial Medium) is hereby authorized subject to the following use limitations and conditions:

     

    1. Permitted use shall include all uses allowed in the C-M zoning district except: Funeral Homes and Crematoriums, Sexually Oriented Businesses, Junked Motor Vehicles (Accessory Use), and Land Clearing and Inert Debris Landfill (Temporary Use).

     

    Section 3.  This property will be perpetually bound to the uses authorized and subject to the development standards of the CD-C-M (Conditional District Commercial Medium) zoning district unless subsequently changed or amended as provided for in Chapter 30 of the Greensboro Code of Ordinances.  Final plans for any development shall be submitted to the Technical Review Committee for approval.

     

    Section 4.  Any violations or failure to accept any conditions and use limitations imposed herein shall be subject to the remedies provided in Chapter 30 of the Greensboro Code of Ordinances.

     

    Section 5.  This ordinance shall be effective on November 21, 2023.

    23-164 ORDINANCE IN THE AMOUNT OF $15,000,000 ESTABLISHING THE BUDGET FOR 2022 TRANSPORTATION BOND FUND 492

    WHEREAS, on August 31, 2021, Greensboro City Council held a public hearing and adopted bond orders to authorize $15 million in general obligation bonds for Transportation related projects;

    WHEREAS, following a delay in municipal elections, Greensboro voters approved $15 million in general obligation bonds at the July 26, 2022 bond referendum for the Transportation projects;

    WHEREAS, in order to account for expenditures for the referenced projects, it is necessary to establish a new bond fund with initial appropriations as shown below; and

    NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GREENSORO:

    Section 1.

    That the Transportation Bond Fund be established with initial appropriations as follows:

    283-23 RESOLUTION AUTHORIZING THE AWARD OF CONTRACT 11842 TO UZURV HOLDINGS, INC ESTIMATED IN THE AMOUNT OF $900,000 FOR TRANSIT NETWORK COMPANY SUPPLEMENTAL SERVICES FOR THE CITY OF GREENSBORO TRANSIT DEPARTMENT

    WHEREAS, on August 30, 2023, Procurement Services Division conducted an open solicitation through the Greensboro E-Procurement System for transit network company supplemental services contract;

    WHEREAS, the Request for Proposals indicated that the work performed under the contract would be paid on a cost per trip structure in which the eligible riders will pay a minimum co-pay of $8.50 for each trip. The City/Greensboro Transit Authority is responsible for the difference in cost;

    WHEREAS, the contract has an estimated three-year value of $900,000;

    WHEREAS, the total estimated contract value of $900,000 requires Council’s approval;

    WHEREAS, the City of Greensboro can better meet the needs and safety of the community by utilizing transit network company supplemental services; 

    WHEREAS, this contract is anticipated to run through December 31, 2026;

    WHEREAS, UZURV Holdings, Inc was selected as a qualified vendor, and the M/WBE office was involved in the process; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That the City Manager is authorized to enter into this contract with UZURV Holdings, Inc for transit network company supplemental services.

    WHEREAS, in January 2023, Procurement Services Division issued an emergency Purchase Order for temporary shoring and concrete testing services at Bellemeade Parking Deck;

    WHEREAS, the project has a not to exceed amount of $1,500,000 requiring Council’s approval;

    WHEREAS, the City of Greensboro can better meet the needs and safety of the community by utilizing temporary shoring and concrete testing services;  

    WHEREAS, this project is anticipated to run through December 31, 2024, or until a permanent solution is completed;

    WHEREAS, Samet Corporation was chosen as a qualified vendor; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That the City Manager is authorized to enter into purchase orders with Samet Corporation for Bellemeade Parking Deck temporary shoring and concrete testing services.

Council highlighted and discussed upcoming and events attended; a day of prayer; homelessness; voiced appreciation for staff; concern with violence; and Familia losses. 

Councilmember Hightower requested staff to research implementation of an expungement clinic; and to research a Youth Mentor Group.

Councilmember Wells requested staff to research homelessness solutions; and outreach opportunities.

Councilmember Thurm requested staff to research an adjustment to the 2024 City Council meeting schedule to avoid meeting during Thanksgiving week.

Mayor Vaughan requested staff to provide juvenile crime data.

City Manager Taiwo Jaiyeoba explained the white flag openings for the evening.

City Attorney Watts voiced appreciation for Council support.
