These City Council minutes are a general account of the October 1, 2024 meeting.

This City Council meeting of the City of Greensboro was called to order at 4 P.M. on the above date in the Katie Dorsett Council Chamber of the Melvin Municipal Office Building.

Mayor Vaughan confirmed all Councilmembers were in attendance.

Moved by Councilmember Abuzuaiter, seconded by Councilmember Holston to go into closed session to consider the qualifications, competence, performance, character, and fitness of a prospective public officer and to establish the amount of compensation and other material terms of a proposed employment contract.  The motion carried by voice vote.

Council recessed to closed session at 4:01 P.M.

Moved by Councilmember Thurm, seconded by Councilmember Holston to return to open session.  The motion carried by voice vote.

Council reconvened into open session at 5:48 P.M.

Mayor Vaughan called the meeting to order; and recognized Interim City Manager Chris Wilson to provide an update on Western Carolina efforts following Hurricane Helene.

Interim City Manager Wilson outlined deployed staff; and spoke to a rotation in the coming weeks.

Mayor Vaughan requested thoughts for Western Carolina, the families Cynthia Coleman, Robert Kollar, and Robin Glenn.

The meeting opened with a moment of silence.

Mayor Vaughan recognized Councilmember Holston to lead the Pledge of Allegiance to the Flag.

Mayor Vaughan explained the Council procedure for conduct of the meeting.

Mayor Vaughan and Councilmember Hoffmann read the resolution; and presented the resolution to Marc Isaacson and family.

The Isaacson family voiced appreciation; recognized family members in attendance; and Mr. Isaacson's dedication to the City of Greensboro.

Council offered fond comments and memories of Mr. Isaacson.

    247-24 RESOLUTION TO HONOR THE MEMORY OF THE LATE HENRY HARRIS ISAACSON

    WHEREAS, on June 27, 2024, the City of Greensboro North Carolina (NC) and the Piedmont Triad community lost one of its great civic leaders with the passing of Henry Harris Isaacson at the age of 91;

    WHEREAS, the younger of two children, Mr. Isaacson was born in Greensboro, NC on April 29, 1933; a graduate of Greensboro Senior High School; obtained a Bachelor’s of Art degree from the University of North Carolina-Chapel Hill in 1955; in 1958, Mr. Isaacson graduated from the University of North Carolina School of Law with a Juris Doctorate with honors; and in 1958, Mr. Isaacson was admitted to the North Carolina Bar;

    WHEREAS, in 1954, he married his college sweetheart and their 69-year marriage brought forth three children, eight grandchildren, and two great-grandchildren;

    WHEREAS, Mr. Isaacson was dedicated to his family and his faith; was a member of Temple Emanuel in Greensboro; and served as the Secretary, Vice-President, and ultimately the Temple’s President from 1968-1970;

    WHEREAS, after graduating from law school, Mr. Isaacson served as a United States Air Force Captain in the Judge Advocate General’s Corps;

    WHEREAS, Mr. Isaacson returned to Greensboro to practice law, where he joined the firm of Block, Meyland, & Lloyd; practiced general corporate law with the firm of Stern, Rendleman, & Isaacson until opening his own firm in 1980;

    WHEREAS, after a long and storied legal career in Greensboro, NC, Mr. Isaacson retired from practicing law in December 2022; was often touted as a leading land use attorney by the North Carolina Business Journal; was widely recognized for his work, receiving numerous awards and accolades, amongst them a Martindale Hubbell “AV” rating, North Carolina Super Lawyer in 2005, named one of the Best Lawyers in America 2007-2019,  and Lawyer of the Year in 2012, 2014, and 2020 by Land Use and Zoning Law in Triad;

    WHEREAS, Mr. Isaacson believed in public service, and was bestowed the Centennial Award for Outstanding and Exemplary Community Service by the North Carolina Bar Association and the Greensboro Bar Association; he served numerous organizations and sat on many boards throughout the community, including President of the Greensboro Jaycees, Greensboro ABC Board, North Carolina Agriculture &Technical State University, International Civil Rights Museum & Center, Sit-In Movement, Inc., One Step Further, Human Relations Commission of Greensboro, Greensboro Chamber of Commerce, City of Greensboro/Guilford County Intergovernmental Task Force, founding board member of North Carolina for Community and Justice of the Piedmont Triad, and most notably, Mr. Isaacson served as Chairman of the National Conference of Christians and Jews (NCCJ) from 1975-1991,being awarded their Citation Award in 2005;

    WHEREAS, throughout his work with the Guilford College’s Board of Trustees, Mr. Isaacson developed a love for Piedmont Triad International (PTI) Airport, and additionally served on the Board beginning in 1999, where sat as Chairman of the Board from 2003-2014;

    WHEREAS, under Mr. Isaacson’s leadership and direction, PTI expanded and grew with projects and businesses such as the FedEx East Coast Hub, Honda Aircraft, TIMCO’s Maintenance Facility expansion, airport terminal renovation, a new roadway system, and a new runway, all of which were instrumental in Toyota Battery and Boom Supersonic locating factories within the Greensboro/Piedmont Triad region;

    WHEREAS, Mr. Isaacson will be remembered throughout the City of Greensboro and the Piedmont Triad as a visionary trailblazer, community servant, a tireless worker, and dedicated to many causes; his community service, leadership engagement, and love for Greensboro, NC will continue to impact the region for generations; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    1.  That the City of Greensboro City Council wishes to express its deep sense of loss and offer its condolences, sincere appreciation, and gratitude for the many years of dedicated public service and community leadership by Mr. Isaacson. The legacy he leaves will live on, and be remembered by the residents of Greensboro and the Piedmont area.

    2.  That a copy of this resolution shall be delivered to the family of the late Henry Harris Isaacson as a symbol of the gratitude of the residents of the City of Greensboro for his many contributions to the City of Greensboro and beyond.

Councilmember Abuzuaiter read the resolution into the record; and presented the resolution to the Family Justice Center (FJC).

FJC Director Catherine Johnson referenced Council support; recognized visitors to begin a FJC in Asia; spoke to the the loss of Sergeant Dale Nix; and voiced appreciation for Council leadership.

Council voiced appreciation for the FJC goals and efforts.

    248-24 RESOLUTION DECLARING THE MONTH OF OCTOBER 2024 AS DOMESTIC VIOLENCE AWARENESS MONTH

    WHEREAS, during National Domestic Violence Awareness Month, we reaffirm our dedication to creating a culture of safety and hope in our community where no one suffers the hurt and hardship caused by domestic violence; and recommit to doing everything in our power to uphold the basic human right to live free from violence and abuse and recognize our shared responsibility in ending this pervasive problem;

    WHEREAS, domestic violence impacts women, men, and children of every age, background, and belief; and is rooted in a pattern of power and control;

    WHEREAS, physical marks and scars are often the most obvious signs of harm, however, the extent of the pain goes much deeper and can impact one’s mental, physical, and financial health;

    WHEREAS, the Guilford County Family Justice Center (FJC) is a beacon of light, coordinating essential services including advocacy, law enforcement, and social, medical, and legal services;

    WHEREAS, vulnerable children and older adults are impacted at higher levels and it is essential that we participate and support innovative collaborations like the FJC’s Pathways and Camp Hope program for children and the FJC’s Elder Justice Committee coordinated community response;

    WHEREAS, in a community partnership, the FJC has successfully brought together 17 agencies in one place to provide victims with easier access to comprehensive resources; this diverse and unique partnership provides hope and healing to victims of abuse and works diligently to hold offenders accountable;

    WHEREAS, since the opening of the FJC in mid-June of 2015, over 75,000 residents have been served, and on average, an individual works with five different organizations when visiting the FJC for the first time;

    WHEREAS, by working together, getting involved, and through promoting awareness we can restore hope, stop the violence, and make our community safer for everyone; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That it does hereby declare the month of October 2024, as “DOMESTIC VIOLENCE AWARENESS MONTH” and urges residents to increase their awareness and education of this destructive force, which deeply affects many families in our State and local community each year, and to become part of the efforts to stop violence in families.

Councilmember Abuzuaiter left the meeting at 6:28 P.M. and returned at 6:30 P.M.

Creative Greensboro Karen Archia spoke to featured artwork in the Melvin Municipal Office Building; recognized artist Joyce Williams; highlighted the tribute to the Historic Magnolia House; and recognized Magnolia House staff.

Ms. Williams provided a brief history of her journey to Greensboro; spoke to historic preservation; voiced appreciation to Creative Greensboro; and shared a statement that is made a part of these minutes

The following speakers from the floor referenced upcoming International Advisory Commission (IAC) activities; human trafficking concerns; and extended event invitations to City Council:

Smita Sarkar and Juliet Uwaifo

Bruce Raynor voiced concerns regarding leaf collection for handicap residents.

Carolina Theatre Executive Director Alexandra Arpajian highlighted previous events; and outlined upcoming events.

The following speakers from the floor voiced concern regarding the receivership program:

Samantha Stewert, Rosemarie DiGiogia, and Hester Petty

Councilmember Hightower and Councilmember Wells explained the purpose and policies of the program; and spoke to misunderstandings.

Mayor Vaughan requested staff to connect with the speakers to provide program clarity.

Councilmember Hoffmann referenced the receivership work session; and requested the speakers review the video.

Joshua Hoffman, City of Greensboro employee, voiced concerns with upcoming challenges; commended GoBoro program; highlighted history of a polio hospital; spoke to the need to expand the voting system; to youth voting rights; to governance of Council; and to expansion of City Academy. 

The following speakers from the floor voiced concerns regarding homeless support; street closures; the Interactive Resource Center (IRC); food deserts; and financial aid.

Sidney Branch, Briana Clark, Malique Hough (made a presentation); Chandrica F., and Paster Brenda Burton

Toad of the Mountain voiced appreciation for communications during the folk festival.

Councilmember Hightower offered direction for assistance through the Continuum of Care (COC) and the Greensboro Housing Authority (GHA).

Discussion took place regarding a video request by a speaker.

Phillip Marsh shared a news video regarding the IRC; spoke to unarmed security; and voiced safety concerns.

Discussion took place regarding armed security; Greensboro Police Department (GPD) and Guilford County Sheriff office manpower; and installation of metal detectors.

Mayor Vaughan requested staff to work with the IRC for the installation of the metal detectors; to provide an update on IRC funding and long term plans; and Guilford County contributions to the IRC.

Discussion continued regarding armed versus unarmed security; IRC attendance at Council meetings; an upcoming collaborative meeting with the IRC, the COC and Guilford County; and IRC representation at scheduled meetings.

Mayor Vaughan asked if anyone wished to remove any items from the consent agenda; and reminded Council that any items removed from the consent agenda, other than for a recusal or for the purpose to vote 'No' would be placed on the next business meeting agenda as a business item.

  • 249-24  RESOLUTION AUTHORIZING GRANT APPLICATION FOR THE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM FY 2024

    WHEREAS, the Edward Byrne Memorial Justice Assistance Grant (JAG) Program authorized by Title I of Public Law 90-351 (generally codified at 34 U.S.C. 10101-10726), is the primary provider of federal criminal justice funding to state and local jurisdictions;

    WHEREAS, the JAG Program (CFDA #16.738) provides states and units of local governments with critical funding necessary to support a range of program areas including law enforcement, prosecution and court programs including indigent defense, prevention and education programs, corrections and community corrections, drug treatment and enforcement, crime victim and witness initiatives, and planning, evaluation, and technology improvement programs;

    WHEREAS, this grant is a disparate allocation between the Greensboro Police Department, High Point Police Department and Guilford County Sheriff’s Department which requires an application process for the funder to approve the proposed use of funds;

    WHEREAS, A disparate allocation occurs when a city or municipality is allocated more funds than the county, while the county bears more than 50 percent of the costs associated with prosecution or incarceration of the municipality’s Part 1 violent crimes;

    WHEREAS, in accordance with the JAG Program disparate grant formula, the participating jurisdictions agree it is in their best interests to reallocate the $261,523 in JAG funds to the Greensboro Police Department ($154,860.80); Guilford County Sheriff's Department ($66,547); and the High Point Police Department ($40,115.20); and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That the application to the Bureau of Justice Assistance for $261,523 in federal JAG is hereby approved.

  • 250-24 RESOLUTION AUTHORIZING RENEWAL OF INTERLOCAL AGREEMENT BETWEEN THE GREENSBORO POLICE DEPARTMENT AND GUILFORD COUNTY FAMILY JUSTICE CENTER NAVIGATOR POSITION

    WHEREAS, the Greensboro Police Department partners closely with the Guilford County Family Justice Center investigating violent crime and supporting victims of violent crime;

    WHEREAS, the Greensboro Police Department interacts with juvenile and elderly citizens who would benefit from the services of the Guilford County Family Justice Center but whose situations do not rise to the level of a complaint;

    WHEREAS, the Greensboro Police Department wants to bridge the gap of service, particularly abuse of the elderly;

    WHEREAS, the Greensboro Police Department wishes to continue partnering with Guilford County for the Guilford County Family Justice Center for a Navigator position for an additional two years to triage referrals directly from the Greensboro Police Department to the Guilford County Family Justice Center;

    WHEREAS, the funds will be provided from the Greensboro Police Department’s Drug Excise proceeds of $144,000 for an additional two years, ending September 30, 2026;

    WHEREAS, funding is subject to City Council approval of future fiscal year budget appropriations; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That the City Manager is hereby authorized to renew the Interlocal Agreement with Guilford County for the Guilford County Family Justice Center for the Navigator program.

  • 251-24 RESOLUTION APPROVING CHANGE ORDER #2 FOR CONTRACT #2023-0510 IN THE AMOUNT OF $71,210 WITH ASJ WILSON CONSTRUCTION, LLC FOR NEW SKIMMER, POOL SHELL AND GUTTER REPAIRS AT PEELER COMMUNITY PARK

    WHEREAS, the City Council is being requested to approve the change order #2 in the amount of $71,210 for the Contract #2023-0510 for ASJ Wilson Construction, LLC which includes skimmers and pool shell and gutter repairs for the swimming pool at Peeler Community Park for the Parks and Recreation Department;

    WHEREAS, the City Council approved the Contract #2023-0510 in the amount of the amount of $650,000 on September 23, 2023 for award to ASJ Wilson Construction, LLC;

    WHEREAS, the City Council approved change order #1 in the amount of $105,962 on April 4, 2024 for award to ASJ Wilson Construction, LLC; 

    WHEREAS, with the addition of the change order #2 of $71,210 the prime vendor ASJ Wilson Construction, LLC will perform 88.24% of the contract and subcontract 11.76% to Carolina Pool Management; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That the City Council approve the approve the change order in the amount of $71,210 with ASJ Wilson Construction, LLC to contract # 2023-0510 for skimmers and pool shell and gutter repairs at Peeler Community Park for a total contract amount of $827,172.

  • 252-24 RESOLUTION AUTHORIZING ACCEPTANCE OF DEDICATION OF FOUR DRAINAGE WAY AND OPEN SPACE PARCELS FROM GHD-REEDY FORK, LLC

    WHEREAS, pursuant to North Carolina General Statutes Section 160D-806, the approval of a plat does not constitute the acceptance by a city or the public of the dedication of any street or other ground or public facility shown on the plat; however, a city council may by resolution accept the dedication made to the public of lands or facilities for streets, parks, public utility lines, or other public purposes;

    WHEREAS, the Final Plat the Villages of Reedy Fork Ranch - 1201 Broholmer Lane TRACT 9, PHASE 1, was recorded in Plat Book 213 Page 79 of the Guilford County Registry on September 25, 2023.  The cross-hatched area on the plat, identified as 5015 OS Turner Smith Road, has been dedicated by GHD-Reedy Fork, LLC to the City of Greensboro and the Public as Drainageway and Open Space.  This parcel is approximately 0.761 acres, zoned PUD, and is located in Council District 2;

    WHEREAS, the Final Plat the Villages of Reedy Fork Ranch - 1201 Broholmer Lane TRACT 9, PHASE 2, was recorded in Plat Book 214 Page 109 of the Guilford County Registry on March 4, 2024.  The cross-hatched area on the plat, identified as 5186 OS Turner Smith Road, has been dedicated by GHD-Reedy Fork, LLC to the City of Greensboro and the Public as Drainageway and Open Space.  This parcel is approximately 1.136 acres, zoned PUD, and is located in Council District 2;

    WHEREAS, the Final Plat the Villages of Reedy Fork Ranch - 1731 Komondor Trail TRACT 9, PHASE 3, was recorded in Plat Book 214 Page 110 of the Guilford County Registry on March 4, 2024.  The cross-hatched area on the plat, identified as 5110 OS Turner Smith Road, has been dedicated by GHD-Reedy Fork, LLC to the City of Greensboro and the Public as Drainageway and Open Space. This parcel is approximately 1.591 acres, zoned PUD, and is located in Council District 2;

    WHEREAS, the Final Plat the Villages of Reedy Fork Ranch - 1731 Komondor Trail TRACT 9, PHASE 3, was recorded in Plat Book 214 Page 110 of the Guilford County Registry on March 4, 2024.  The cross-hatched area on the plat, identified as 5116 OS Turner Smith Road, has been dedicated by GHD-Reedy Fork, LLC to the City of Greensboro and the Public as Drainageway and Open Space. This parcel is approximately 0.28 acres, zoned PUD, and is located in Council District 2;

    WHEREAS, it is deemed in the best interest of the City to formally accept the dedication of these drainage way and open space parcels; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That the City of Greensboro accepts the dedication of the drainage way and open space parcels referenced above.

  • 253-24 RESOLUTION AUTHORIZING AMENDMENT #4 IN THE AMOUNT OF $23,000 TO CONTRACT #2019-5160 BETWEEN THE CITY OF GREENSBORO AND VINES ARCHITECTURE, INC. FOR THE ENERGY AUDIT FOR THE WINDSOR CHAVIS NOCHO COMMUNITY COMPLEX

    WHEREAS, in 2016, voters approved a bond referendum which included funding for the initial planning and development of a joint use facility combining  the Windsor Community Recreation Center and Vance Chavis Library;

    WHEREAS, on May 21, 2019 the Greensboro City Council approved the professional services contract for $1,259,500 between the City of Greensboro and Vines Architecture, Inc./EVOKE Studio for the development of the conceptual and schematic design for the Windsor-Chavis joint use facility project;

    WHEREAS, on August 18, 2021, the Greensboro City Council approved a contract amendment #1 for $667,300 for complete the schematic design at 100%;

    WHEREAS, on February 8, 2022 the City of Greensboro completed amendment #2 to extend the contract timeline for marketing materials;

    WHEREAS, on September 20, 2022 completed amendment #3 by $6,494,965 for the completion of the design development, construction documents and construction administration through project close out; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That the execution of a contract amendment #4 with City of Greensboro and Vines Architecture, Inc. in the amount of $23,000 for a total contract amount of $8,444,765 for the energy audit for the Windsor Chavis Nocho Community Complex is hereby approved.

Motion to adopt the budget adjustments requiring Council approval 9/17/24 - 9/23/24 over the amount of $50,000 was approved.

Moved by Councilmember Hightower, seconded by Councilmember Abuzuaiter to appoint Kevin Truitt to the War Memorial Commission to replace Carlos Townsend.  The motion carried by voice vote.

Councilmember Thurm requested staff schedule a Participatory Budget Commission work session.

Mayor Vaughan highlighted attended and upcoming events; the Coliseum naming rights for First Horizon; Western North Carolina (NC) efforts; and stated the council meeting would reconvene on Friday, October 4, 2024 at 1 P.M. for the purpose of going into a closed session.

Councilmember Hightower highlighted previous and upcoming events.

Councilmember Matheny highlighted a collection location for Western NC donations.

Interim City Manager Wilson provided on overview on relief efforts; and collaboration with NC Emergency Management.

Councilmember Thurm recognized and commended deployed staff; and spoke to challenges being faced.

Councilmember Abuzuaiter voiced concern for the potential of trauma for city staff; and highlighted a recent event attended.

Councilmember Holston extended congratulations to Greensboro Deputy Fire Chief Brent Gerald on his upcoming retirement; highlighted recent events attended; and extended condolences to the family of Cynthia Coleman.

Moved by Mayor Vaughan, seconded by Councilmember Abuzuaiter to reappoint Catena Bergevin to the Cultural Affairs Commission.  The motion carried 8-1 with Councilmember Hightower voting "No".

Moved by Mayor Vaughan, seconded by Councilmember Abuzuaiter to reappoint Juilette Bianco to the Cultural Affairs Commission.  The motion carried 8-1 with Councilmember Hightower voting "No".

Moved by Mayor Vaughan, seconded by Councilmember Abuzuaiter to reappoint Leigh Ann Little to the Cultural Affairs Commission.  The motion carried 8-1 with Councilmember Hightower voting "No".

Moved by Mayor Vaughan, seconded by Councilmember Abuzuaiter to reappoint Victoria Milstein to the Cultural Affairs Commission.  The motion carried 8-1 with Councilmember Hightower voting "No".

Moved by Mayor Vaughan, seconded by Councilmember Abuzuaiter to reappoint Janine Robledo to the Cultural Affairs Commission.  The motion carried 8-1 with Councilmember Hightower voting "No".

Councilmember Hightower voiced concerns regarding district representation.

Discussion took place regarding the establishment and selection of appointees for the commission.

Councilmembers Hoffmann and Hightower requested City Clerk Angela Lord to provide additional information for the make up of the commission.

Interim City Manager Wilson highlighted information sent to Council regarding the Department of Justice.

October 4, 2024 Reconvened City Council meeting

The Greensboro City Council reconvened on October 4, 2024 at 1 P.M. for the purpose to recess into closed session. 

Mayor Vaughan called the meeting to order.

Moved by Councilmember Hightower, seconded by Councilmember Thurm to reconvene the October 1, 2024 City Council meeting.  The motion carried by voice vote.

Moved by Councilmember Abuzuaiter, seconded by Councilmember Thurm to recess to closed session to consider the qualifications, competence, performance, character, and fitness of a prospective public officer and to establish the amount of compensation and other material terms of a proposed employment contract.  The motion carried by voice vote.

Council recessed into closed session at 1:02 P.M.

Moved by Councilmember Abuzuaiter, seconded by Councilmember Hightower to return to open session.  The motion carried by voice vote.

Council reconvened into open session at 2:33 P.M.

Mayor Vaughan read a resolution into the record to appoint Nathaniel Trey Davis as the Greensboro City Manager; and outlined the starting salary of $300,000 and an Executive allowance of $1,000 per month.

Motion to adopt the resolution was approved.

    254-24 RESOLUTION APPOINTING NATHANIEL “TREY” DAVIS AS CITY MANAGER

    WHEREAS, Nathaniel “Trey” Davis has served the Greensboro community in a variety of leadership roles over the prior 20 years; 

    WHEREAS, the City Council finds that Nathaniel “Trey” Davis has the professional and personal qualities that make him the best-suited candidate to serve the residents of Greensboro as the next City Manager; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That effective October 4, 2024, Trey Davis is hereby appointed City Manager of the City of Greensboro. Further, the Mayor is authorized to enter into an employment agreement between the City of Greensboro and Trey Davis setting his salary as City Manager at $300,000 with a monthly executive allowance of $1,000.

    City Manager Trey Davis voiced appreciation for the opportunity; spoke to priorities and goals; and to the needs of the community.

    Mayor Vaughan commended Deputy City Manager Wilson for his servanthood in the interim role.
