Call To Order

  

This City Council work session of the City of Greensboro was called to order at 2:04 p.m. on the above date.

Mayor Vaughan took a roll call to confirm Councilmembers in attendance.

2022-867 ARP Update

This item has attachments.  

Assistant City Manager Larry Davis introduced Finance Director, Marlene Druga. 

Ms. Druga made a PowerPoint presentation (PPP); spoke to bond issuance updates; to council action; and to the current budget.

Assistant City Manager L. Davis continued the PPP; spoke to the American Rescue Plan (ARP) funding process; to fund expenditures; to staff recommendations; to proposed city maintenance; to the remaining allocated funds; and to available options. 

Ms. Druga continued the PPP; highlighted eligibility criteria; spoke to premium pay; to reimbursements; to the Pandemic; to economic impacts; to infrastructure; and to local expenditures. 

Discussion took place regarding government services; non-profit funding; federal guidelines; upcoming projects; and the timeline.

2022-446 Windsor Chavis Update

City Manager Taiwo Jaiyeoba introduced Director Public Libraries, Brigitte Blanton, Manager of Parks and Recreation (P&R) Planning, Shawna Tillery, and Assistant City Manager Nasha McCray for an overview of the item. 

Mayor Pro-Tem Johnson left the meeting at 2:43 p.m.; and returned to the meeting at 2:49 p.m.

Discussion took place regarding a tax increase; projects not included in the budget; October bonds; and the impact on energy. 

Assistant City Manger McCray outlined a Windsor Chavis Community Complex update; spoke to preserving the history; and to providing services to the community. 

Ms. Blanton made a PPP; highlighted project goals and priorities; spoke to the building design concept site overview; and to next steps.

Ms. Tillery continued the PPP; spoke to the Project Advisory Stakeholder Committee; to diversity; to project advocacy; and to community engagement results.

Ms. Blanton continued the PPP; spoke to programs; to recreation; to materials; and to the staff.

Assistant City Manager McCray continued the PPP; outlined timeline; spoke to design completion; and to the bid process.

Discussion continued regarding the Sustainability Committee involvement; timeline; funding; and private contributions.

Councilmember Outling presented farewell remarks; spoke to the previous seven years on council; and to the Greensboro community.

Moved by Councilmember Wells, seconded by Councilmember Abuzuaiter, to adjourn the meeting. The motion carried by affirmation.
