This City Council work session of the City of Greensboro was called to order at 1 p.m. on the above date.

Mayor Vaughan took a roll call to confirm Councilmembers in attendance; and stated Councilmember Wells and Councilmember Hoffmann would participate via zoom.

Deputy City Manager Chris Wilson introduced the item; spoke to the ordinance changes; to staff recommendations; and introduced Senior Assistant City Attorney Andrea Harrell.

Ms. Harrell made a PowerPoint Presentation (PPP); outlined ordinance reviews and recommendations; spoke to Sec.16-10; to modifications; to penalties; to state law; and highlighted volunteer compliance.

Discussion took place regarding the homeless population; community education; criminal and non criminal penalties; civil penalties; special event permits; enforcement; signage; and repeat offenders. 

Mayor Vaughan requested staff to explore civil penalties for Section 16-10; to research trash receptacle overflow; to substitute language for "injurious substance"; and to alert tow companies of debris fines.

Ms. Harrell continued the PPP; spoke to Section 18-44; and to Americans with Disabilities Act (ADA) standards. 

Discussion continued regarding community notification; vendor collaborations; shopping carts; blocked public doorways; fire hazards; and special event permits. 

Councilmember Matheny requested staff to the define sidewalk areas in Center City Park.

Ms. Harrell reviewed Section 18-50 of unlawful noise producing activities; and spoke to standing on the sidewalk with a speaker. 

Councilmember Matheny requested a reduction in amplified noise ordinance; and to include health facilities. 

Mayor Vaughan left the meeting at 2:20 p.m. and returned at 2:26 p.m.

Discussion ensued regarding inclusion of bars and restaurants; downtown entertainment; tent setups; traffic hazards; cart electronic systems; and Global Positioning System (GPS) devices.

Mayor Vaughan requested staff to research sidewalk street performer tents. 

Ms. Harrell outlined Panhandling Ordinance modification limitations; spoke to a harassment ordinance; to sign installation; highlighted ordinance changes and recommendations; and reviewed code compliance regulations. 

Councilmember Hoffmann requested staff to research vehicle noise ordinance.

Moved by Mayor Pro-Tem Johnson, seconded by Councilmember Matheny, to adjourn the meeting. The motion carried by affirmation.

The City Council Adjourned at 2:43 p.m.
