This City Council work session of the City of Greensboro was called to order at 2:00 p.m. on the above date.

Mayor Vaughan took a roll call to confirm Councilmembers in attendance and stated that Mayor Pro-Tem Johnson was absent and Councilmembr Abuzuaiter would be participating via zoom.

Community Foundation of Greater Greensboro (CFGG) President, Walker Sanders made a PowerPoint Presentation (PPP); spoke to Housing GSO; to a 10-year housing plan; and introduced CFGG Senior Program Officer, Marcus Thomas.  

Mr. Thomas continued PPP; spoke to the Greensboro housing fund; outlined the funding allocation; spoke to affordable housing; and to the community impact.

Discussion took place regarding partnerships; bond amounts; upcoming projects; developers; American Rescue Program (ARP) funds; consideration of Minority Women Business Enterprises (M/WBE); and equity.

Housing and Neighborhood Development Director, Michelle Kennedy made a PPP; gave a program overview; spoke to rental home gaps; to inventory shortages; and to housing trends. 

Housing and Neighborhood Development Manager, Caitlin Bowers continued PPP; spoke to a Community Heros Homebuyer Program; to moderate-income level residents; provided an overview of homebuyer assistance, down payment and closing cost assistance; and spoke to annual home buyers' statistics.

Discussion ensued regarding GSO Home Repair Plan; first responders and teachers; loan forgiveness; geographic incentives; community education; annual loan monitoring; and tax implications. 

Councilmember Matheny left the meeting at 3 p.m.

Housing and Neighborhood Development Housing and Strategy Manager, Cindi Blue continued the PPP; spoke to Home Repair GSO; to grant versus rehabilitation loan programs; to neighborhood reinvestment; to eligibility criteria; and to program funds.

Discussion continued regarding a timeline; job training; and the contractor pool.

Ms. Kennedy continued the PPP; spoke to permanent supportive housing; to the Regency Hotel; to the transition costs; to public and private conversion options; to housing vouchers; to Step Up America; to onsite case management; to local commitment; and to the Greensboro Housing Authority.

Discussion took place regarding cost; capacity; the Interactive Resource Center (IRC); and the Safe Parking Project location.

Moved by Councilmember Holston, seconded by Councilmember Thurm, to adjourn the meeting. The motion carried by affirmation.
