This virtual City Council work session of the City of Greensboro was called to order at 3:00 p.m. on the above date.

Mayor Vaughan took a roll call to confirm Councilmembers in attendance; and stated that Councilmembers Abuzuaiter, Holston, and Hoffmann would participate via zoom.

A short video was provided for City Council. 

Intergovernmental Relations Manager LaToya Caesar-Crawford made a PowerPoint presentation (PPP); spoke to the legislative agenda; to state lobbyists; to the Guilford County Delegation; introduced Mcguire Woods representatives; highlighted trending state level issues; and spoke to meeting timelines.

Discussion took place regarding lobbing efforts; transparency; a Criminal Justice Bill; and body worn cameras. 

Councilmember Hightower requested staff to provide the Legislative Agenda to the North Carolina League of Municipalities.

Ms. Caesar-Crawford continued the PPP; spoke to the rental inspection program; and the state housing trust fund. 

Councilmember Thurm requested staff to schedule an additional Legislative Agenda work session; and to explore investments. 

Discussion continued regarding affordable housing; economic impacts; property violations; and housing inspections and inspectors.

Ms. Caesar-Crawford continued the PPP; spoke to disposition of unclaimed firearms; to speed limit and camera enforcement in school zones; to equipment cost; and to illegally parked vehicles. 

Transportation Director Hanna Cockburn spoke to camera enforcement; and safety improvements. 

Discussion ensued regarding funding; and road maintenance issues.

Mayor Vaughan requested Legislative Agenda be placed separately on an upcoming agenda. 

Discussion continued regarding unclaimed firearms; and an inventory list of firearms.

Planning Manager Mike Kirkman made a PPP; spoke to short term rentals; to current regulations; to development standards; to signage; and to the proposed short term rental standards. 

Discussion took place regarding housing stock; and Planning and Zoning meetings.

Mr. Kirkman continued the PPP; spoke to public information meetings; to website information; to zoning permits; to public education; to software programs; and to separation standards. 

Mayor Pro-Tem Johnson left the meeting at 5:06 p.m.

Discussion took place regarding fire inspections; and Airbnb rentals.

City Manager Taiwo Jaiyeoba left the meeting at 5:13 p.m.

Councilmember Matheny requested staff to provide occupancy tax data.

Moved by Councilmember Matheny, seconded by Councilmember Wells, to adjourn the meeting. The motion carried by affirmation.
