This City Council work session of the City of Greensboro was called to order at 2 p.m. on the above date.

Mayor Vaughan took a roll call to confirm Councilmembers in attendance.

B.

  

City Manager Taiwo Jaiyeoba introduced the item; and Assistant City Manager Larry Davis.

Assistant City Manager Davis spoke to the current disparity study; to data collection; and to city departmental partnerships.

Griffin and Strong P.C. Senior Director Michele Clark Jenkins introduced the team; made a PowerPoint Presentation (PPP); and outlined a projected timeline. 

Councilmember Hoffmann entered the meeting at 2:07 p.m.

Discussion took place regarding data collection.

Ms. Clark Jenkins continued the PPP; highlighted a preliminary summary; spoke to public events; to anecdotal interviews; to the Minority- and/or Women-owned Business Enterprise (M/WBE) advisory committee; and to survey lunching. 

Mayor Vaughan left the meeting at 2:17 p.m. and returned at 2:18 p.m.

Discussion continued regarding the City website; current vendor lists; and City policies.

Councilmember Thurm requested staff to provide the disparity study link to the Greensboro Chamber of Commerce.

Deputy City Manager Chris Wilson recognized staff; spoke to yard waste service enhancements; to staffing shortages; to peer cities yard waste collection cost; and provided paper and burrito loose-leaf program overview.

Discussion ensued regarding paper bags and the Burrito project collection.

Mayor Pro-Tem Johnson left the meeting at 3:01 p.m. returned at 3:04 p.m.

Deputy City Manager Wilson continued the PPP; explained paper and burrito bags; outlined options for consideration; spoke to code changes; to cost; and to sustainable reinvestment.

Discussion continued regarding staffing; pickup services; cart service; resident education; project timeline; plastic bag elimination; the recycling program; storm drains; litter pickup; and communication with landscapers. 

Councilmember Hightower requested staff to look at timeframe in which yard waste and leaf removal changes could advance.

Moved by Councilmember Matheny, seconded by Mayor Pro-Tem Johnson, to adjourn the meeting. The motion carried by affirmation.
