This City Council meeting of the City of Greensboro was called to order at 5:30 p.m. on the above date in the Katie Dorsett Council Chamber of the Melvin Municipal Office Building.

Mayor Vaughan conducted a roll call to confirm Councilmembers in attendance.

The meeting opened with a moment of silence.

Mayor Vaughan extended condolences to Mayor Pro-Tem Johnson's family; and for Greensboro Firefighter Robert Swink of Fire Station #5.

Mayor Vaughan recognized Councilmember Hoffmann to lead the Pledge of Allegiance to the Flag.

Mayor Vaughan explained the Council procedure for conduct of the meeting.

Councilmember Wells read the resolution into the record; spoke to the late Reverend Coates' legacy; and acknowledged family members participating electronically.

Reverend Phyllis Coates accepted the honor; and spoke to her late husband. 

Reverend George Coates, Jr. expressed appreciation to Council; and highlighted his late father's accomplishments.

    363-22 RESOLUTION TO HONOR THE MEMORY OF THE LATE REVEREND GEORGE MELVIN COATES

    WHEREAS, on July 28, 2022 the Greensboro community lost a beloved leader with the passing of the late Reverend George Melvin Coates; 

    WHEREAS, Reverend Coates was born on November 4, 1953, and raised in Cleveland County, NC; he pursued higher education in biology at the University of North Carolina-Chapel Hill (UNC-Chapel Hill) where he became a member of the charter line of the Psi Delta Chapter of the Omega Psi Phi Fraternity, Inc; 

    WHEREAS, Reverend Coates was employed in the banking industry while continuing higher education pursuits at UNC, resulting in a Masters of Science Degree in Business in 1981; he eventually moved to Greensboro, NC to serve as Greensboro National Bank manager; 

    WHEREAS, Reverend Coates served in C-Suite positions with such organizations as: United Way of Greater Greensboro, Triangle United Way of Raleigh, and Moses Cone Hospital System before answering the call to ministry in 2007; 

    WHEREAS, Reverend Coates matriculated to the Hood Theological Seminary in Salisbury, NC; following graduation in 2011 with a Masters Degree of Divinity; he received his first pastoral appointment at Raleigh’s Cross Road and United Methodist Church (UMC), where he served as his wife’s assistant; 

    WHEREAS, six (6) months later, Reverend Coates received an appointment to Triad UMC; subsequent appointments included Laughlin UMC, Newland Street UMC, and Hickory Grove UMC, where he served until his health declined; 

    WHEREAS, Reverend George Melvin Coates will be remembered not only as a man of business, but as a man of faith; a devoted leader; and a loving husband, father, and grandfather (also known as Opa); and

    NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    1.    That the City Council wishes to express its condolences, and offer its sincere appreciation and gratitude for the many years of dedicated service of the late Reverend George Melvin Coates. His legacy will be remembered by the lives he touched and sacrifices made.

    2.    That a copy of this resolution shall be delivered to the family of the late Reverend George Melvin Coates as a symbol of the gratitude of the people of Greensboro for his devoted support and contributions to the community.

    364-22 RESOLUTION HONORING BISHOP OTIS LOCKETT SENIOR

    WHEREAS, Otis Lockett, Senior was born February 28, 1954 in Cincinnati, Ohio as one of eight children;

    WHEREAS, Bishop Lockett attended Evangel College in Springfield Missouri; received duel undergraduate degrees in psychology and sociology; attended the University of Cincinnati; receiving a Master of Science in Educational Counseling; and was the recipient of numerous honorary doctoral degrees;  

    WHEREAS, after being called to the ministry, Bishop Lockett moved to Greensboro in 1982, where he founded Evangel Fellowship Word Ministries; served as Senior Pastor and later Director of Church Growth and Development for the Church Of God In Christ and later the  Prelate of the North Carolina Second Ecclesiastical Jurisdiction; 

    WHEREAS, Bishop Lockett was instrumental in the creation of multiple outreach ministries in Greensboro including Positive Direction for Youth and Families; the Malachi House; and the Wisdom Training Institute; 

    WHEREAS, Bishop Lockett was recognized with accolades including Man of the Year by the Greensboro Chapter of the National Advancement of Colored People (NAACP), the 2005 Federal Bureau of Investigation’s Community Leadership Award; and posthumously the Order of the Longleaf Pine; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO: 

    That in recognition of Bishop Lockett’s significant contributions the City of Greensboro, North Carolina, the intersection of Cone Boulevard and 16th Street be dedicated to his memory and further appropriate signage be placed in this location in his memory.

    365-22 RESOLUTION RECOGNIZING THE CENTENNIAL CELEBRATION OF SIGMA GAMMA RHO SORORITY, INC.

    WHEREAS, the city of Greensboro traditionally recognizes community organizations who contribute to the community, and Sigma Gamma Rho Sorority, Inc., has done so and celebrates its Centennial Year beginning January 1, 2022; 

    WHEREAS, Sigma Gamma Rho Sorority, Inc., is an international nonprofit sorority dedicated to the encouragement and promotion of high scholastic attainment, community service, and improvement in the quality of life through its chapters, members, and affiliates located throughout the United States, Korea, Bermuda, Africa, Bahamas, Canada and the Caribbean, Germany, and the United Arab Emirates; 

    WHEREAS, Sigma Gamma Rho Sorority, Inc., has as a well-known foundation its and well-respected reputation for leading positive change through sisterhood, scholarship, and service.     WHEREAS, to commemorate the Centennial year of Sigma Gamma Rho Sorority, Inc., we would like to proclaim and observe November 12, 2022, as Sigma Gamma Rho Sorority, Inc. Centennial Day; and

    366-22 RESOLUTION PROCLAIMING NOVEMBER 15TH THROUGH DECEMBER 31ST, 2022 “BUY LOCAL SEASON”

    WHEREAS, a celebration of all local independent businesses has begun in the Triad area;

    WHEREAS, Triad Local First (“TLF”), a non-profit organization, educates and advocates for citizens about investing in the local economy, and provides networking and other opportunities for local business owners, farmers, and supporters of the buy local movement;

    WHEREAS, independent businesses create wealth by engaging local citizens in the production, marketing, and consumption of goods as well as contribute tax dollars that are reinvested in the community;

    WHEREAS, spending at local businesses can have a positive impact for local entrepreneurs and assist in keeping their doors open;

    WHEREAS, small businesses generate $68 of local economic return for every $100 spent with them;

    WHEREAS, businesses with fewer than 500 employees account for 99.7% of all US employers;

    WHEREAS, 61% of Americans shop at a local business due to unique product selection; 56% of workers at locally owned businesses have high commitment scores; and 73% of shoppers trust a local business based on positive reviews; local business generates 70% more local economic activity per square foot than big box retail stores; and small businesses donate 250% more to community causes as compared to large businesses; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That November 15th through December 31st is hereby proclaimed “Buy Local Season” for 2022.

Councilmember Hightower highlighted Mr. Washington's efforts to clean Maplewood Cemetery gravestones; and the upcoming Veteran's Day parade.

    367-22 RESOLUTION DESIGNATING THE WEEK OF NOVEMBER 7-12, 2022 AS VETERANS WEEK

    WHEREAS, Veterans Day honors military personnel who served the United States (U.S.) in war; and their contributions and sacrifices in maintaining the freedoms and way of life we enjoy in this country; 

    WHEREAS, in 1938, Congress designated November 11th as a legal holiday, originally referred to as Armistice Day, to commemorate the signing of the armistice, which ended World War I hostilities between the Allied nations and Germany in 1918;

    WHEREAS, in 1954, Congress changed the word “Armistice” to “Veterans,” expanding the federal holiday to recognize those who served in World War II, the Korean War, and subsequent conflicts; 

    WHEREAS, according to 2021 U.S. Census data, there were 615,452 United States (U.S.) veterans in North Carolina; 24,877 U.S veterans in Guilford County; and 12,952 U.S. veterans in the City of Greensboro; 

    WHEREAS, nationwide observances include an official holiday, parades, art exhibits, historical recognitions, public gatherings and fellowship to show appreciation; and the American flag is flown at half-mast;

    WHEREAS, the intent of Veterans Week is to expand the commemoration of the observance, heighten awareness of the importance of the accomplishments of those who have served in all Armed Forces, both U.S. and our allies, with or without the declaration of war; and to understand the history of military action;

    WHEREAS, designating Veterans Week will emphasize the need to develop educational programming regarding the contributions of veterans; understand the sacrifices made in service to country; and address physical, mental and emotional stressors; and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    The City of Greensboro resolves that the week of November 7-12, 2022 is hereby recognized as Veterans Week in the City of Greensboro to honor military personnel and to encourage citizens to celebrate their lives, contributions and sacrifices in service to the United States of America.

    Taking the prerogative of the Chair, Mayor Vaughan requested a Greensboro Transit Authority (GTA) update from City Manager Taiwo Jaiyeoba.

    City Manager Jaiyeoba spoke to transit vendor communications; to an extension for those affected by a service interruption; highlighted a timeline of resuming route operations; corporate engagement; addressed open enrollment benefit concerns; and provided an overview of establishing future emergency protocols.

The following speakers voiced concern regarding paratransit fares: Addie Carson and Dr. Anjail Ahmad. 

Phillip Marsh voiced concern regarding the Random Woods art project; and contract terms. 

Bulent Bediz voiced concern regarding the University of North Carolina at Greensboro (UNCG) Glenwood neighborhood expansion efforts.

Councilmember Hightower requested staff to provide demolition protocols; and future infill development plans.

James Rosa Jr. spoke to an upcoming community health fair; and to an awards ceremony. 

The following speakers made a PowerPoint Presentation; spoke to the Ole Asheboro and Arlington Park G4A Safe Streets Neighborhood Campaign; and Love Your Block initiative: Carolyn McNeil, Erica Wrencher, Isaac Thompson, Phillip Pritchett, Solomon Thompson, Kelly Florence, Shaimina Jones, Oscar Bittle, Cecile Crawford, Esther Djokpe, Nathaniel Alston, LaDonia Black-Smith, and Brandon Wrencher. 

Councilmembers Hightower and Wells highlighted the Love Your Block program community impacts to their districts.

Omar voiced concern regarding District 1 sustainability efforts; spoke to sidewalks; and to creative solar panel opportunities. 

Lewis Pitts voiced concern regarding bureaucracy; and provided an overview of a Board of Adjustment hearing.

Crystal Black voiced concerns regarding the Planning and Zoning Department. 

Councilmember Hightower requested staff to provide the McAdams Consulting Firm contract.

Cheryl McIvor echoed Ms. Black's concerns; spoke to development proposals; and to affordable housing initiatives.

Luis Medina voiced concern regarding the Justice Assistance Grant (JAG); and highlighted poverty and homelessness.

Councilmember Matheny requested staff to research Chamber speaker removal procedures.

Discussion took place regarding the grant impacts; and the interlocal memorandum of understanding.

Del Stone voiced concern regarding the JAG funding; spoke to immigration; to transit; and to public safety. 

The following speakers voiced concern regarding homelessness; the housing crisis; and city ordinances: Hester Petty, Marcia Foutch, Paulette Montgomery, Billy Belcher, Malique Hough, and Christine Hoepfner.

    368-22 RESOLUTION AUTHORIZING GRANT APPLICATION OF OUTDOOR RECREATION LEGACY PARTNERSHIP PROGRAM FOR NOCHO PARK 

    WHEREAS, the City of Greensboro qualifies as a local government to submit an Outdoor Recreation Legacy Partnership Program application by the November 30, 2022 deadline;

    WHEREAS, in July 2022 voters approved a $50 million bond referendum for construction of the Windsor Chavis Nocho Community Complex which Nocho Park is a component of; 

    WHEREAS, in 2019 City Council approved the professional services contract between the City of Greensboro and Vines Architecture, Inc./EVOKE Studios for the completion of the schematic design and 50% of the design development; 

    WHEREAS, in 2022 City Council approved the professional services contract amendment to complete the design and construction document; 

    WHEREAS, identified funding from the 2022 Bond referendum will be used as matching funding for the Outdoor Recreation Legacy Partnership Program;

    WHEREAS, the Outdoor Recreation Legacy Partnership Program will provide additional funding for Nocho Park outdoor recreation elements for development;

    WHEREAS, a dollar-for-dollar match is a grant requirement and the City authorized revenue from the 2022 Bond referendum for outdoor recreation improvements to be used to satisfy the match requirement; and 

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That the resolution authorizing a matching grant application for the Outdoor Recreation Legacy Partnership Program for Nocho Park is hereby approved.

    369-22 RESOLUTION AUTHORIZING EXECUTION OF A MEMORANDUM OF UNDERSTANDING INTERLOCAL AGREEMENT FOR THE 2022 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT 

    WHEREAS, the Edward Byrne Memorial Justice Assistance Grant (JAG) Program, authorized under Federal Regulation 42 U.S.C. 3751(a), is the primary provider of federal criminal justice funding to state and local jurisdictions;

    WHEREAS, the JAG Program (CFDA #16.738) provides states and units of local governments with critical funding necessary to support a range of program areas including law enforcement, prosecution and court programs including indigent defense, prevention and education programs, corrections and community corrections, drug treatment and enforcement, crime victim and witness initiatives, and planning, evaluation, and technology improvement programs; 

    WHEREAS, this grant is a disparate allocation between the Greensboro Police Department, High Point Police Department and Guilford County Sheriff’s Office; 

    WHEREAS, approval of the proposed funding and a Memorandum of Understanding (MOU), executed by the participating jurisdiction’s is required from all disparate applicants; 

    WHEREAS, in accordance with the JAG Program disparate grant formula, the participating jurisdictions agree it is in their best interests to reallocate the $297,844 in JAG funds to the Greensboro Police Department ($168,128); Guilford County Sheriff's Office ($74,814); and the High Point Police Department ($54,902); and

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That the execution of a Memorandum of Understanding (MOU) between the three jurisdictions for the 2022 Edward Byrne Justice Assistance Grant is hereby approved.

    370-22 RESOLUTION SUBMITTING THE ANNUAL PROGRESS REPORT OF THE FLOODPLAIN MANAGEMENT/HAZARD MITIGATION PLAN 

    WHEREAS, The NFIP Community Rating System (CRS) is a voluntary incentive program that encourages community floodplain management activities that exceed the minimum NFIP requirements;

    WHEREAS, As a result of these efforts, resident’s flood insurance premium rates are discounted to reflect the reduced flood risk resulting from the community actions meeting the three goals of the CRS;

    WHEREAS, The City of Greensboro was included in Guilford County’s Multi-Jurisdictional Hazard Mitigation Plan (HMP) and one activity requires the City to submit an annual progress report of the Floodplain Management/Hazard Mitigation Plan (HMP); 

    WHEREAS, The attached document contains the HMP Mitigation Action List for the City of Greensboro and serves as the required progress report; 

    WHEREAS, Completion of the action items are the responsibility of multiple City and County Departments; and 

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    Acknowledges receipt of the Guilford County Multi-Jurisdictional Hazard Mitigation Plan Progress Report and supports the ongoing efforts of city staff to continue to implement the Multi-jurisdictional Floodplain Management/Hazard Mitigation Plan for the benefit of the City and Guilford County.

    371-22 RESOLUTION TO AMEND THE RENAISSANCE CENTER SALE AGREEMENT

    WHEREAS, on July 3, 2014, the City entered into an Agreement for Purchase and Sale of Real Property (Agreement) with Self-Help Ventures Fund for the sale of the Renaissance Center, Parcel A, currently addressed as 2509 Phillips Avenue;

    WHEREAS, the Agreement included language in Exhibit B, Clause 8, which is limiting the current owner (SHVF Renaissance, LLC) from effectively enforcing property maintenance compliance with a current tenant;

    WHEREAS, the language in Exhibit B, Clause 8, of the Agreement is hereby removed; and 

    NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:

    That it approves an amendment to the Agreement for Purchase and Sale of Real Property, executed July 3, 2014, between the City and Self-Help Ventures Fund, to remove any future limitation on the terms of the lease between the owner, SHVF Renaissance, LLC, and the tenant, Family Dollar Store, Inc., or any sub-lessee thereof, and to authorize the City Manager to sign any amendment documents.

    22-235 ORDINANCE AMENDING SECTION 28-103 OF THE GREENSBORO CITY CODE OF ORDINANCES – TAXICAB RATES AND CHARGES

    Sec. 28-103. Rates and charges.

    (a)   No person operating a taxicab upon a street in the city may charge for each trip in excess of two dollars and eighty cents ($2.80) three dollars and eighty cents ($3.80) for the first one-seventh mile or fraction thereof; thirty cents ($0.30) forty cents ($0.40) for each additional one-seventh mile or fraction thereof; thirty cents ($0.30) forty cents ($0.40) for each sixty-second period, or fraction thereof, of waiting time, ten cents ($0.10) for each piece of hand luggage in excess of three (3); one dollar ($1.00) for each trunk; and twenty cents ($0.20) for each bag or sack in excess of four (4). The term "bag or sack" shall mean a minimum size equivalent to a six-barrel sack having a dimension of seven (7) inches by twelve (12) inches wide and being seventeen (17) inches in height. The maximum rates shall not be affected by the number of passengers carried, but not more than six (6) passengers may be carried at one (1) time. A sign setting forth these maximum rates shall be posted inside taxicab at a conspicuous place where it will be visible to passengers. The operator of the taxicab shall not reset the taximeter until the fare is paid.

    (b)   When requested by a passenger, every driver shall give a numbered receipt showing the owner's name, date, permit number, and the amount of fare charged.

Discussion ensued regarding private company subsidies; and hotel and restaurant sales tax revenues.

Councilmember Holston spoke to a Greensboro Fire Department memorial service; to a Mark Freedman Charity Foundation event; and to events attended.

Councilmember Matheny highlighted a (NCA&T) autonomous vehicle demonstration; and to visiting the Center City Park unhoused population. 

Councilmember Abuzuaiter spoke to a Crime Stoppers golf tournament; to the Piedmont Authority for Regional Transportation (PART) Asheboro Zoo route; and to a speaking engagement in Raleigh.

Mayor Pro-Tem Johnson highlighted a successful NCA&T homecoming; and requested staff to research peer city metrics on curbing violence by strategically utilizing cameras and lighting.

Councilmember Wells spoke to a ribbon cutting ceremony; to an International Taste of the World event; and encouraged early voting.

Councilmember Thurm provided shopping cart ordinance updates.

Councilmember Hoffmann spoke to the election; and to her poll worker assignment at Bluford Elementary School.
