This City Council work session of the City of Greensboro was called to order at 2:04 p.m. on the above date.

Mayor Vaughan confirmed all Councilmembers were in attendance.

City Manager Taiwo Jaiyeoba introduced the items; spoke to previous work sessions; and outlined increase salaries for police.

Human Resource Benefits Manager, Deb Stephens made a PowerPoint Presentation (PPP); spoke to trends in healthcare; to budget development; to increased incentives; to fertility and family support; and to consumer driven health plans.

Discussion took place regarding health cost for employees.

Mayor Pro-Tem Johnson left the meeting at 2:20 p.m. and returned at 2:29 p.m.

Budget and Evaluation Director Jon Decker continued the PPP; gave an overview on the general fund revenues; spoke to property and sales tax; to the managers recommended budget; to property tax estimates; to general fund expenditures; to primary cost drivers; and to personnel and maintenance.

Discussion continued regarding Cost of Living Adjustments (COLA); and parking fees and violations. 

Councilmember Thurm requested staff to provide data regarding parking fees. 

Mr. Decker continued the PPP;  spoke to personnel cost; to the general fund; to development services; to public safety positions; to community programs; to organizational support; to training and inspections; to maintenance and operations; to debt services; to water resource funds; to coliseum funds; to parking operations; to health insurance; and to internal service funds.

Finance Director, Marlene Druga continued the PPP; outlined strategic goals; initiatives; available fund balance trends; and spoke to comparison to peers municipalities.

Discussion ensued regarding data tracking; peer municipalities; future bond referenda; and yard waste collection carts.

Moved by Mayor Pro-Tem Johnson, seconded by Councilmember Thurm, to adjourn the meeting. The motion carried on by affirmation.
