These City Council minutes are a general account of the Work Session on October 26, 2023.  For full details of discussions, the meeting video can be located on the City of Greensboro website at https://www.greensboro-nc.gov/government/city-council/council-meetings.

Mayor Vaughan confirmed Councilmembers in attendance; stated Councilmember Abuzuaiter would participate via zoom; and Mayor Pro-Tem Johnson and Councilmember Holston would be absent.

City Manager Taiwo Jaiyeoba made a PowerPoint Presentation (PPP); highlighted the upcoming work session schedule; and outlined future topics of conversation.

Intergovernmental Relations Manager Latoya Caesar-Crawford highlighted funding wins over the previous year; referenced a previous Federal Lobbyist presentation; spoke to a focus on funding; and recognized State Lobbyist for an update.

McGuireWoods LLP Partner/Government Relations Lead Bowen "Bo" Heath made a PPP; provided an overview of the 2023 Legislative session; key issues and topics of conversation; provided highlights of the State budget; of the HB259 - 2023 Appropriations Act; and spoke to the City of Greensboro State supported funding.

Discussion took place regarding Bingham Park and Downtown sites funding; Department of Environmental Quality (DEQ) opportunities; data for the Environmental Protection Agency; potential grant applications; and the need for east Greensboro amenities.

Councilmember Matheny entered the meeting at 2:24 P.M.

Mr. Heath outlined the 2022 Legislative agenda; spoke to combined bills; highlighted session bills of interest; and noncontiguous Municipal Service Districts (MSD) expansions.

Discussion continued regarding short term rental regulations; the 2024 short session review items; and future data driven and strategic requests.

McGuireWoods LLP, Senior Vice President/Government Relations Tommy Sevier spoke to upcoming short session topics; and advised a list of topics would be sent to Council.

Housing and Neighborhood Development Senior Manager Eunika Smalls made a PPP; spoke to an Economic Mobility review; to primary objectives and benefits; and recognized Winston Salem State University, Professor of Economics Dr. Craig Richardson.

Dr. Richardson spoke to a housing conference; provided an overview of discussions; tools to improve housing; made a PPP; spoke to motivation for the study; to a 20,000 foot view; highlighted the homeownership rates data; trends in housing cost; denials in inexpensive homes independent of credit scores; and to cash purchases for smaller dollar homes. 

Discussion took place regarding cash investors city-wide.

Dr. Richardson continued the PPP; encouraged Council to engage with banks regarding denial rates and rent burdens; outlined rental unit availability; family poverty rates; spoke to reinvestment areas; to homeownership rates in re-development areas; highlighted reinvestment area incomes and growth; and referenced interactive indexes.

Discussion continued regarding food deserts; poverty areas; and a future Planning and Parks and Recreation presentation.

Mayor Vaughan requested a link for the Interactive tool.

Dr. Richardson outlined City of Greensboro study conclusions; spoke to a growing city; to access improvements; and to a car independent city.

Discussion ensued regarding poverty area amenities; walkability; high quality jobs; grocery store diversity; vacant property lots; Community Land Trust; and trends and opportunities.

Councilmember Hoffmann requested staff provide an update on the East Greensboro study to corelate buying power data.

Deputy City Manager Chris Wilson explained the ability for real time data.

Councilmember Thurm requested staff to advance Community Land Trust; and to review the payment assistance program.

Dr. Richardson referenced a micro-transit system in Wilson, North Carolina.

Moved by Councilmember Matheny, seconded by Councilmember Hightower, to adjourn the meeting. The motion carried by voice vote.
