Housing and Neighborhood Development Senior Manager Eunika Smalls made a PPP; spoke to an Economic Mobility review; to primary objectives and benefits; and recognized Winston Salem State University, Professor of Economics Dr. Craig Richardson.
Dr. Richardson spoke to a housing conference; provided an overview of discussions; tools to improve housing; made a PPP; spoke to motivation for the study; to a 20,000 foot view; highlighted the homeownership rates data; trends in housing cost; denials in inexpensive homes independent of credit scores; and to cash purchases for smaller dollar homes.
Discussion took place regarding cash investors city-wide.
Dr. Richardson continued the PPP; encouraged Council to engage with banks regarding denial rates and rent burdens; outlined rental unit availability; family poverty rates; spoke to reinvestment areas; to homeownership rates in re-development areas; highlighted reinvestment area incomes and growth; and referenced interactive indexes.
Discussion continued regarding food deserts; poverty areas; and a future Planning and Parks and Recreation presentation.

Dr. Richardson outlined City of Greensboro study conclusions; spoke to a growing city; to access improvements; and to a car independent city.
Discussion ensued regarding poverty area amenities; walkability; high quality jobs; grocery store diversity; vacant property lots; Community Land Trust; and trends and opportunities.
Councilmember Hoffmann requested staff provide an update on the East Greensboro study to corelate buying power data.
Deputy City Manager Chris Wilson explained the ability for real time data.
Councilmember Thurm requested staff to advance Community Land Trust; and to review the payment assistance program.
Dr. Richardson referenced a micro-transit system in Wilson, North Carolina.
