This City Council Special meeting of the City of Greensboro was called to order at 10:00 A.M. on the above date in the Brady Suite, Stephen Tanger Performing Arts Center.

Mayor Vaughan extended greetings; and spoke to the agenda outline.

Intergovernmental Relations Manager LaToya Caesar-Crawford provided a handout to attendees.

Greensboro Police Chief John Thompson made a PowerPoint Presentation (PPP); spoke to Civilian Traffic Investigators; and outlined the impact and improved resource allocations. 

Councilmember Hightower continued the PPP; provided a history for the Bingham Park Remediation plan; voiced appreciation for previous funding; requested additional funding; and introduced resident Cheryl Johnson.

Ms. Johnson highlighted the Bingham Park Environmental Justice Center; and requested East side community support.

Discussion took place regarding environmental dangers; and leverage dollars.

Councilmember Matheny continued the PPP; echoed concerns voiced by Councilmember Hightower; spoke to a waste dump; provided a handout; spoke to economic development support; and to downtown vacancies. 

Ms. Caesar-Crawford highlighted the Legislative Short Session; and spoke to looking forward with the 2023 Legislative Agenda.

Chief Thompson referenced the civilian traffic investigators; retention of police officers; leverage of technology; and highlighted the need for Real Time Intelligence Center.

LaToya recognized Lobbyist Bo Heath participating via zoom.

Fire Chief Jim Robinson continued the PPP; spoke to peer support clinician; highlighted the need for a fire station to support Piedmont Triad International Airport (PTIA) growth; and spoke to Perfluorooctanoic acid (PFOA) and Perfluorooctane sulfonate (PFOS) replacement firefighting foam needs. 

Mayor Vaughan spoke to regional partnerships; to City funding investments; highlighted City utility provisions; and recognized Mike Borchers, Water Resources Director.

Representative Amos Quick entered the meeting at 10:39 A.M.

Congresswoman Kathy Manning entered the meeting 10:41 A.M.

Mr. Borchers highlighted Water Resources economic development projects; EPA regulations of PFOA and PFOS; spoke to the need for funding; explained the critical need for water and sewer; and spoke to partnership needs. 

Ms. Caesar-Crawford referenced the handout as a list and menu; and requested advocation in short session. 

Senator Garrett recognized Congresswoman Manning

Senator Robinson requested staff to package related projects into one ask.

Mayor Vaughan confirmed the request for additional information on job impacts and employment centers. 

Senator Garrett spoke to federal grants that required state and local matches; requested staff provide data on State matched funding; and inquired about foam replacement.

Chief Robinson explained an agreement with Colonial Pipeline; a 350 mile assistance radius; and spoke to fuel farms.

Discussion took place regarding foam replacement cost; tank farms; environmental friendly projects; clinician position support; a regional water approach conversations; limited sewer capacities; key stakeholder meetings; and State seed monies. 

Representative Clemmons requested staff provide updates on sewer stakeholder meetings.

Discussion continued regarding the southeast feeder water extension work; single family housing; planned development; and water sewer extension policy updates.

Senator Garrett voiced appreciation for the joint meetings; and commended City of Greensboro staff.

It was a consensus of Council to adjourn the meeting by affirmation.
